EDD is a non-profit corporation administering the city of Elmira's Business Improvement District. Funded entirely by a special assessment tax on properties within the 52-block district, EDD has as its mission the revitalization of the central business core of the city. A database of available development sites is maintained, and EDD serves as a point of contact for new business prospects.
EDD is liaison on these projects between owners and developers and the city, its municipal offices and agencies. It promotes the physical development of the district, enhancing streetscapes with a facade improvement program, signage guidelines, banners, flowers and holiday decorations. An extensive calendar of special events, including concerts, a farmers market, weekly summer children's events, and holiday promotions is planned and administered by EDD.
